Terms of reference for the consultancy to produce the final report for CYC Term of 2018-2020



The Commonwealth Youth Council (CYC) is the largest and most diverse youth-led organization in the world. It is the recognized voice of more than 1.2 billion young people in the commonwealth. It was endorsed by the Heads of Governments in 2013 as the official voice of youth people in the Commonwealth as a direct response to Article 13 of the Commonwealth Charter. The CYC is an independent entity responsible for youth representation in the Commonwealth. The CYC continues to be a youth-led organisation which aims to further advance the youth development agenda; and to ensure a relevant, vibrant, effective, and prosperous Commonwealth in the 21st century and beyond.


The Commonwealth Youth Council is as a youth-led organisation which aims to further advance the youth development agenda; and to ensure a relevant, vibrant, effective, and prosperous Commonwealth in the 21st century and beyond. The primary objectives of the Council are: a) To contribute to the achievement of the objectives of the Commonwealth; b) To mainstream young people into the work of the Commonwealth at all levels; c) To centre for mobilise the voices and actions of young people in the advancement of youth across the Commonwealth d) To advocate for governments meaningfully engage young people in its representation internationally e) To be a centre for information on youth work and development f) To partner with the Commonwealth Secretariat and other Commonwealth organisations with a focus on youth development on behalf of young people.


The CYC consists of nine (9) executive members which are as follow:

  • Regional Representative Caribbean & Americas- Mr. Franz George, St. Vincent & the Grenadines
  • Regional Representative Africa & Europe – Ms. Eunice Eleanor Klinogo, Ghana
  • Regional Representative Asia – Mr. Qasam Fharat, Pakistan
  • Regional Representative Pacific – Ms. Elizabeth Kite, Tonga
  • Special Interest Group Representative – Ms. Michelle Thomas, Jamaica



In an effort to effectively prepare the CYC Executive for its reporting obligations to the CYC General Assembly, based on its Constitution and the mandate given at the 11th Commonwealth Youth Forum in London in April 2018, a consultant is being engaged to produce a final report for the term of 2018 -2 2020, and be disseminated accordingly. The Commonwealth Youth Council Executive seeks to engage a consultant to produce this report; who shall:

  1. Conduct a review of the existing documentation such as project reports, data, policy documents, and background information
  2. Conduct interviews with the Executive and approved key stakeholders to gather relevant data and/or information for the report
  3. Prepare template based on the agreed direction from the Executive coordinating team
  4. Prepare the draft report for review
  5. Revise the draft report based on comments from the Executive coordinating team
  6. Produce the final report with approved graphical and other stylistic content


  1. Estimated Schedule

The assignment is planned for January and/or February 2020. It is estimated that 25-man days of professional services would be required for the assignments as shown in the table below:

  1. Qualifications

The Consultant engaged for this assignment:

  1. Must be a citizen of a Commonwealth member state;
  2. Expected to have demonstrably, strong knowledge of youth development and the international policy space;
  3. Possess excellent research and report writing skills;
  4. Experience of writing similar report, and presenting complex issues in an accessible and engaging manner;
  5. Must have accurate written communication skills, with the ability to write fluently and concisely in plain English
  6. Must have highly developed IT Skills, with the ability to present information clearly, such as the use of Microsoft Suite;
  7. Must have the ability to deal diplomatically and productively with a variety of stakeholders;
  8. Must have the ability to produce high-quality work to tight deadlines with the minimum of supervision.
